【摘要】本文構建了一個社會組織功能與成長條件的總體性理論視角。社會組織發揮治理和服務功能需要依賴特定的製度條件🫃🏻，其成長條件鑲嵌於治理轉型的總體脈絡之中。文章以深度案例分析的方式聚焦於政府購買社會組織服務的製度實踐，發現當前政府購買服務呈現出以體製內需求為導向、就近圈內購買以及懸浮於社區治理網絡等特征，致使社會組織賴以發展的重要製度條件處於缺位狀態。文章進而提出要高水平發展社會組織必須超越技術治理的既有邏輯🦶🏿。
【英文摘要】This paper constructs a comprehensive theoretical perspective for NGOs’ functions and developmental conditions. It argues that NGOs’ functions of governance and public service depend on specific institutional conditions embedded in the context of the transition of governance. By conducting in-depth case studies, this paper focuses on the purchase of NGOs’ services by governments, which is a complicated institutional practice. Furthermore, it finds out that the purchase of services is oriented towards governments’ needs, restricted within the boundary of the jurisdictions and "Quanzi", while ignoring the actual networks of community governance. This forces NGOs to develop without necessary institutional supports. Finally, this paper argues that we must move beyond the logic of micromanagement to develop high-quality NGOs in China
